What does it mean when a computer shuts off and restarts continuously after viruses have been removed?

My parents have a Dell desktop. It is extremely slow. My fiance and I went over there to clean it out and check for viruses. The virus scan said that there were over 200 viruses so we healed them and restarted the computer. Now their computer will not even load. It restarts continuously. You cannot even get it on in safe mode.
What can we do to get the computer to actually come on so that we can repair it?

At that point your only real choice is to reformat the hard drive and reinstall the operating system.
You can save what you believe to be important by booting into a Linux Live CD to access the hard drive; from there it is simply a matter of locating the files you want to save and storing them in a USB flash drive.

Place the CD that came with the computer in the CD drive and restart it. Let it boot from the CD, then choose the repair option.

you have to reboot your whole system..go with windows vista..which i happen to have vista recovery disks for purchase.

Most likely cause: the virus infected a system file (files on all computers that make em work) and when you removed the virus it deleted the file. I recommend you reinstall the system files (if you don’t know how ask for help, they will know what that means). Or, find your “system files” folder and compare it to that in a functioning computer. Look for missing file(s) and see if you can replace it/them.
