Can 1 computer on a network obtain a higher connection speed than the others on purpose?

We have Comcast Cable internet on a secure network. Only the 4 computers in the house can be connected to it, via a password. When 3 of the 4 computers are turned on the connection is fine, however when 1 is turned on and connected the speed on all the other computers is lacking, a lot.The computer I use is the one with the modem. I think my roomate is purposely stealing optimium connection from the other computers. Is it possible for him to be doing this? And if so, how?

He may be running a program that takes a lot of bandwidth, or downloading a lot of files.
